I wouldn't call it ruling, even though they're using the meat-suits of world leaders to do it.
They're causing as much death/fear/panic/despair/pain as they can, tearing the earth apart to get the power to take over heaven. Not that Dean knows why they're doing it, he's just seen the bulldozers moving mountains of corpses and US helicopters firing into crowds and every other atrocity you could imagine. By the time Sam said "fuck it" and used the last of himself to send Dean somewhere safe, they were among the last 15 percent of humanity.
