we see Gibbs working on it a few times; I think it's the only part of Gibbs' house one gets to see, actually. the "how does he get it out" is somewhat of a running gag and we never get told, but in one ep one of the boats he built is on sea, so he must've managed somehow :D
Well, that would depend on where you're going and on how big the boat is, first; and second, whether or not you're a psycho killer, rapist, or other socially undesirable sort.
